City of East Dubuque City Council met April 1.

Here are the minutes provided by the council:

   1.  24-0401    Call to Order – Mayor Digman

Start Time: 6:00 p.m.

   2.  24-0402    Staff Reports

a.  City Manager Report

NuEra submitted a special use permit for a cannabis dispensary next to Family Beer. There will be a Zoning Board Meeting on April 3rd at 6 pm. Then there will be a special meeting for the Council on Tuesday April 9th at 6 pm to consider the Zoning Board recommendation.

The transition of Pam’s interim role of Treasurer has been smooth. Pam and Des have been working with Cindy Parchert both keeping the system moving forward and correcting past practices. FY 23 has been closed and have reconciled most of FY 24.

I have received year to date revenue and expenditures that are compared to the current year budget. I am working with the department heads to help them to pull their budget together as I am working on mine.

b.  Mayor Report

From the City of East Dubuque, we want to send our sincere condolences to the family of Herold Lange. Herold has been a big part of the City one being Fire Chief.

c.  Alderperson Report

Who is keeping an eye out for building permits?

One is that come in we deal with them but otherwise would have to note it was going on and then let us know.

Just wanted to make sure that we keep up with it if we can.

ii.   Burgmeier

I see there is a dumpster at the end of the street. Are they just cleaning the building or is there something going on there?

He asked to get the dumpster to clean his building out.

How much of the property goes to the east of the duplex.

There is a drive that goes right along the building. This is right along the lot line.

The lot on that side is up for sale and then would have space to put a drive. But would have to get approved by the IDOT.

Why do we have to take a loan out for this?

This is a partial forgivable loan.

Didn’t we get a grant for that?

That is what this is for. It is a loan that is partially forgivable. The loan becomes a grant when you finish the project.

How much is forgivable on this loan. Think it is 30% but will check with Jill Pepin.

This is the funding that we have had throughout the process.

The terms of the project have not changed.

The project fee is $70,000 and this will be paid by IEPA money.

This is all done with grant money. Yes.
